Out on the African coast there is the ship "Oregon." Despite its international flags and rusty exterior, it is one of the most technologically advanced and most well protected ships in the world. Beneath the rusty cover is thick bulletproof steel. What looks like trash covering the decks is actually hidden cameras and guns. It holds some of the best sailors in the world and sports some of the best budgets too. Despite looking like a steam boat it actually runs on seawater. This secret ship, owned by the secret divisions in the American government is run be Juan Cabrillo.

In this book, a group of terrorists plan to invade a coastal fuel plant. Once they kill all the guards they plan to dump all the oil into the sea, causing a environmental disaster. Once this is done they plan to use it to heat up tho seawater, causing the temperature to rise and in turn creating the most powerful hurricane ever seen, and conveniently the only ship suited for water to land combat is the Oregon
